Gem owner -a says page not found

When trying to add a gem owner and issuing the following command:

gem owner rover-1.0.1.gem -a [email blocked]

I receive back:

On Mac OSX
mikes-MacBook-Pro:gem mrose$ gem -v 1.8.23

    Use the gem name, "rover", not a released gem file name.
