ipv6 support for rubygems

Back then the reason for not serving via ipv6, was that AWS did not support ipv6 (http://help.rubygems.org/discussions/suggestions/44-ipv6).
However now Amazon supports ipv6 for both S3 and elastic loadbalancer.

    IPv6 is probably a good idea but it's not on our top priorities right now. It's something we'll probably look at later this year or 2018. We'll be sure to post a blog post and twitter updates when we roll it out! Thanks for the suggestion!

    Just trying to install some stuff on an IPv6 only server.

    Hey, sorry for the delay. We had it enabled but had to roll back do to an unrelated problem. It's enabled again now, can you see if it works for you?
