Gem author is inactive. Considering this is quite popular gem - ownership should be moved to community.

We don't give up ownership on gems - it's up to the gem owner themselves. I've added [email blocked] to this thread. If they're not responding to email then there's not much we can do on our end. Gems are owned by their owners. We rarely (as in never) have forcibly given up ownership on a gem.

If there's a community of people that are maintaining the gem and the owner is unresponsive, I'd suggest changing the name of the gem to one that you own.

I am the co-maintainer of the gem in the github repository. Is it possible to give me write access to the rubygems.org?

All recent commits to the master branch have been made by me:

Mike, repo contributions and gem ownership are two distinct areas. We really can't (and won't) open a precedent for this.

The standard approach, as Nick suggests, is to fork the repo and publish a gem under a new name. As a repo committer, I would suggest you to alter the README to point to the new location.

I'll give Mike full access to the gem here on rubygems.org and any other place he'll request to.
