Im trying to install gems 1.8 on my Windows 7 x64 and getting the
following error:
Failed to load C:~~~/.gemrc due to permissions problem.
some1 now how to solve it?

Did you censorship the path or that is the exact output?
If that is the exact output, seems to me your HOME environment variable
might be affecting.
Please check the values of home, homedrive, homepath and userprofile
environment variables.
Also, since you're using windows is highly likely you're using
rubyinstaller (either direct or from railsinstaller). Please check
rubyinstaller troubleshooting page at github.
