rbgccxml module doesn't install under cygwin

Recently rbgccxml module doesn't install correctly under cygwin.
Installation doesn't show errors but /usr/lib/ruby/gems/1.8/gems/gccxml_gem-0.9.2-x86-cygwin dir doesn't contain gccxml binary anymore. and rbgccxml doesn't work.

    help.rubygems.org exists to support gem developers about RubyGems.org service functionality and RubyGems code itself, not to provide assistance or gem errors about others.

    Please reach the gem author and report the issue. According to the gem page:

    http://rubygems.org/gems/rbgccxml
