Ruby on Rails Installation Error: Permission denied

I am new to RoR so I can't figure out what's wrong. After running the windows installer2.0.0 I issued the command gem install rails (as I was supposed to do) and got the following error message:

ERROR: Could not find a valid gem 'rails' (>= 0), here is why:
          Unable to download data from https://rubygems.org/ - Errno::EACCES: Pe
rmission denied - connect(2) (https://rubygems.org/latest_specs.4.8.gz)

Ruby was suddessfully instaled in the c:/ruby -200-x64 folder bat the installation of Rails failed.

Who ca give me a hint as to what to do next?

    I've had a lot of luck using http://railsinstaller.org/en to install Ruby (and Rails) if you are having trouble.

    Also I bet you have some kind of firewall/proxy going on, this could help: http://stackoverflow.com/questions/4418/how-do-i-update-ruby-gems-f...
