Can't push my new gem

Tried to push gem but got 'You do not have permission to push to this gem.'

>>gem build central_bank_of_russia.gemspec
Successfully built RubyGem Name: central_bank_of_russia Version: 0.0.1 File: central_bank_of_russia-0.0.1.gem
>>gem push central_bank_of_russia-0.0.1.gem
Pushing gem to https://rubygems.org... You do not have permission to push to this gem.

Also can't add owner

>> gem owner -a [email blocked] central_bank_of_russia-0.0.1.gem
  Pushing gem to https://rubygems.org...
  This rubygem could not be found.

I checked ~/.gem/credentials, it's fine with correct key:

:rubygems_api_key: [my_key_here]
