Permanently remove rake-0.9.2.2

rake-0.9.2.2 was built and pushed from the wrong branch so it is not the same as the version in ruby 1.9.3.

The gem has already been yanked, but the file needs to be pulled so we can upload the correct version.

   :( Do we have to? if it's yanked it should be safe to keep.

   I'm really thinking we need to change how we handle yanking. Going to draft up a proposal.
