It turned out that it's not working only in Chrome browser. I was able to sign up from Firefox. Also sign in and activation doesn't work in Chrome. It looks like Chrome absolutely is not supported on rubygems.org :)

Definitely not true, we're having a hard-to-track-down issue with signup on production. Been using chrome on the site since it was started in 2009 and no issues here.
We've got a bug logged for this, hopefully we can track it down :(

I have the same issue. Tried: Chrome 12.0.742.100, Safari 5.0.5, and Firefox 3.6.13.

I also faced the same issue i.e. I was not able register with Chrome, but it worked with Firefox.

I haven't heard any more issues like this lately. If you're still seeing signup bugs, PLEASE PLEASE let us know! I'm not 100% sure this issue is dead but we haven't heard any reports, and after having several people make fake accounts, no errors happened.
