Move ownership of character-encodings gem to other user profile

Hi!

The character-encodings gem is currently linked to an automatically-created account (from the RubyForge import) called “pcp”. The e-mail account associated with that account is no longer in service, so I can’t transfer ownership to my new account at RubyGems myself. The new account that this gem should be under is “now”.
