ERROR: does not appear to be a repository

I am trying to install pagodabox tools via gem

I did "sudo gem install pagoda" as given by the PagodaBox help page.

But I get this back:

ERROR: does not appear to be a repository
ERROR: could not find gem pagoda locally or in a repository

I'm running Mac OS X 10.8.3 and ruby 1.3.6

How can I fix this?

    I assume you mean RubyGems 1.3.6 instead of Ruby 1.3.6.

    RubyGems 1.3.6 is no longer supported, I suggest you update to the latest 1.8.x version or newer. However, your error message is likely due to a proxy of some sort between you and the internet. You can see the proxy configuration information on gem help environment.

    The latest version of RubyGems is 2.0.3:

    If you need to stay on RubyGems 1.8.x for some reason, the latest version is RubyGems 1.8.25:
