Can't install Ruby Gems on Mac OSX 10.4.11 Power PC

I have downloaded and unzipped rubygems-1.3.7 . I have opened up terminal and changed the default directory to the folder contaning setup.rb . When I try, "ruby setup.rb --help" or "ruby setup.rb" , i receive the following error message:
./lib/rubygems.rb:126: uninitialized constant Gem::RbConfig (NameError)

    from setup.rb:24:in `require'
    from setup.rb:24

I have ruby 1.8.2 (2004-12-25) [powerpc-darwin8.0] currently installed. I am just learning Ruby and can barely get around at the command prompt. My ultimate goal is to use ruby gems to help me get appscript.rb installed so that I can do some "applescript like" scripting using "Ruby"

    Sorry, RubyGems requires at least Ruby 1.8.5.
