trouble with rate limiting building Discourse

Hi. I install Discourse (https://www.discourse.org/ ) for a living. Lately, I and others have been hitting problems with RubyGems rate limiting when installing or rebuilding Discourse. I'm not sure what's happened to cause this, lately. The Discourse folks claim that they're not having trouble. At first I thought it had to do with AWS, but we've seen the problem on several platforms (I'm on Digital Ocean, and haven't seen this problem in the two years I've been using Discourse until recently).

The log fragment I've attached shows that I'm getting some 429 errors, but then the next request works fine. It would seem that if I were hitting rate limits then I'd be locked out for several minutes. Or, perhaps subsequent requests are served by CDN, making the problem more difficult to diagnose from either end.

Can you see in your logs what's up with 162.243.77.106 ?
