When running bundler, I sometimes receive 'Gem::RemoteFetcher::FetchError: handshake alert: unrecognized_name' error.
I run bundler pretty offten - sometimes couple hundreds times a day, and sometimes it passes and sometimes it fail on this error, so I was wondering - is there some throttling applied on rubygems? Where can I find more info about that ? Like how many request for what time period can I issue, how many rubygems can i downlaod and how often, how throttling is configured in general ?

There is no throttling performed.
This error message appears to be Java-specific, googling
"handshake alert unrecognized_name" shows some workarounds, but I'm
unsure if any of them have security impacts, so I can't recommend
