<p>If I upgrade rubygems to latest, (a) my rbenv-managed bundler
will stick<br>
with something old; but if I use that new rubygems by itself it
works<br>
fine. Further: if I bypass my ISP by using a vpn out my
employer's<br>
network, I also don't have these problems, even on older (2.2.5)
rubygems<br>
under this same bundler. So:</p>
<ul>
<li>There is a network component to this somewhere; something is
interfering with SSL connections in some way intermittently, across
a given route<br></li>
<li>Newer rubygems seems to be much happier; I'm wondering if it's
a TLS versioning thing somehow, or just something fragile related
to SSL</li>
</ul>
<p>I'm fine with closing this, as I don't think it's related to
rubygems.org<br>
(which was my hope/fear), and newer rubygems seems to make things
happy.</p>
