Doesnot appear to be a Repository

while installing gems i am getting
ERROR: http://rubygems.org/ does not appear to be a repository
ERROR: Could not find a valid gem 'rails' (>= 0) in any repository

my ruby version is 1.8.7
my gem version is 1.3.7

could any one please help me to get out of this

   Could you paste the output of gem env ? Is this still happening?
