Delete empty gem

Hi, I've built a gem for the Oracle Rightnow API (https://github.com/dimelo/rightnow) and would like to publish it.
I found an existing rightnow gem but it's a blank new gem. I asked the author by email if I can use it, he agreed but couldn't manage to delete it:

"i tried but no success...pls just make one under another name for now and when i have time later, we'll switch it over okay? sorry and apologies for the inconvenience."

I asked him again 2 weeks ago but he never answered. Is there any way you can remove this gem ? it's quite safe as it's just a blank and never used gem. I don't want to bother that guy too much, you can ask him if you want to be sure.

Of course I can still use another name but it would be stupid and unnatural as the good one is "available" ;)

    I've added the owner of this repo to this thread, if he can respond, that would be better. Or, if you have an email to forward here, that works too.
