Can't fetch any gems from Japan

We living in Japan haven't been able to fetch any gems from rubygems.org since last midnight in JST.
We try to install some gem and get "ERROR: Could not find a valid gem 'bundler' (>= 0) in any repository" error.
The gems hosted by rubygems.org seem to be served with Amazon S3 and we're redirected to Tokyo region (tokyo-m.rubygems.org) but it seems to be down.
We found it solves the issue to remove http://rubygems.org/ from gem sources and add http://production.cf.rubygems.org/ to them, but it's just a workaround.

There was an outage with the tokyo mirror. Please don't use production.cf.rubygems.org directly. Everything should be working normally now.
